Streamlined Licensure for U.S. Physicians in Manitoba

Qualified U.S. doctors can now apply directly for full licensure in Manitoba—no provisional registration required. Eligibility includes an ACGME-accredited residency, ABMS board certification, and a valid U.S. state medical license.
Pathways to Practice
1. Practice Ready Assessment (PRA) -Designed for internationally trained physicians who have completed their residency training and can practice independently, this route includes:
- Family Practice (PRA MB-FP): An assessment to accelerate licensure for eligible family physicians committed to rural practice.
- Specialty Medicine PRA (PRA MB-SP): An assessment pathway for internationally trained specialists.
2. Medical Licensure Program for International Medical Graduates (MLPIMG) – A one-year training program for family physicians without Canadian postgraduate training.
3. CaRMS (Canadian Resident Matching Service) – Internationally Educated Physicians may apply for residency positions in Canadian programs through the CaRMS match, which can lead to full licensure after completing a Canadian residency.
Exams You’ll Need
To apply for the three above pathways, most Internationally Educated Physicians must complete certain national exams through the Medical Council of Canada (MCC) as part of their pathway to licensure:
- National Assessment Collaboration (NAC Examination -NAC OSCE): A clinical exam to assess your readiness to enter a Canadian residency program.
- Medical Council of Canada Qualifying Examination (MCCQE) Part I: A qualifying exam testing medical knowledge and decision-making.

Language Proficiency
To ensure safe and effective patient care, Internationally Educated Physicians must demonstrate English language proficiency. Most pathways require proof of:
- IELTS (Academic version) – is designed to assess English language skills at all levels.
- Occupational English Test – Medicine (OET-Medicine)
- Canadian English Language Proficiency Index Program-General (CELPIPGeneral)
