About the Program
The EM-PRA is part of Manitoba’s Practice Ready Assessment program, designed specifically for internationally trained physicians who:
- Have at least two years post graduate training in an international jurisdiction, leading to registration or recognition as a practicing physician in that jurisdiction
- Have sufficient working experience in an Emergency Department role that approximates the requisite skills for the care delivery model of Emergency Medicine in Manitoba.
This hands-on assessment program allows eligible candidates to demonstrate their clinical skills in real-world emergency department settings under the supervision of experienced physicians. Over a 4-month period, candidates will rotate through various environments — including tertiary care Emergency Departments, anesthesia, and pediatric emergency — while gradually taking on more responsibility. Upon successful completion, physicians can begin independent practice under provisional licensure, with ongoing mentorship. After 18-24 months, they can progress to full certification and long-term career opportunities in Manitoba.
Eligibility Requirements
To apply, you must:
- Hold a medical degree from an approved jurisdiction
- Have completed postgraduate rotations or internships
- Demonstrate sufficient experience in emergency medicine
- Be confident managing patients in an urgent or emergency setting
- Accept a return-of-service agreement with a sponsoring Service Delivery Organization (SDO)/employer

What to Expect in the EM-PRA
The Emergency Medicine Practice Ready Assessment typically runs 3 to 4 months, but may extend up to 12 months if additional time is needed.
During the EM-PRA, you’ll:
- Work hands-on in emergency departments
- Be supervised and assessed by experienced emergency physicians
- Gain increasing responsibility over time
- Receive PGY-3 equivalent salary, with full compensation after successful completion
Rotations include:
- 4 weeks each at two different tertiary care sites
- 4 weeks at your future site of employment
- 2 weeks in anesthesia
- 2 weeks in pediatric emergency medicine
Please note, the EM PRA is an assessment, not a training program. If candidates who are currently enrolled in a PRA fail the assessment, there is no ability to appeal and they will lose their medical privileges, which may have impact on their immigration status.
How the Program Works
Step 1: Apply
- Submit a quick online pre-screening form
- Provide proof of English proficiency (if required)
Step 2: Selection
- Reviewed by a committee
- Top candidates will be invited for interview with local employer organizations, during which they’ll be asked oral exam questions
- Job offers are made
Step 3: Licensure + Immigration
- Receive a restricted license
- Get support for work permits, family relocation, and settlement
What Happens after the PRA?
- Provisional Practice (2 years)
• Work independently in your assigned emergency department
• Receive full physician compensation
• Participate in a 1-year practice supervisor program for continued guidance and peer support - MPAP: Final Assessment
After 2 years, you’ll complete the Manitoba Practice Assessment Program (MPAP) — a 360° performance evaluation. If successful, you’ll earn a full license to practice Emergency Medicine in Manitoba.
